question about patio furniture covers

I just purchased a nice north cape international wicker patio set and I want to make it last as long as possible. So I've been looking at table, couch, and chair covers. Here's my question, should I keep the cushions underneath the cover with the chair or should I remove them and store them in the garage for the winter. We have a fairly harsh winter here with temperatures frequently going below freezing, rain and snow. Thanks.

Remove and store.
We have harsh summers here in the Southern CA. desert. Needs to be put away from the elements.

lIf you have definite season where you won't be using them at all, I would try to find some way of storing everything, leaving only the table outside. I would still cover the table.

Cushions come in the house here. (basement)
To stay dry and to minimize sun and wind fabric exposure.
Furniture now goes in the workshop part of the garage.
Gets a bit crowded so I put it off as long as possible - especially with all the snow removal equipment in the launch positions instead of hidden in the back.

I probably had crappy covers, but the drawstrings only lasted one year, and they wore rather quickly on the armrest shoulders and the top edge of the backs.
I had better luck with an ugly blue tarp, two old blankets and some strategically placed rocks.
