Making calls on an iPhone 2 without a SIM

I gave my son an old out-of-service unlocked / jailnbroken iPhone 2 to use as an iPod. But it seems like he should be able to make calls over wireless, right? Every program I try to download seems to require iOS 4, but I'm stuck as 3.1.3.

Any way to make calls over wireless?
