Did you read the article? It PRAISES this program, which is just an extension of an existing (highly successful and useful) program and may cost as little as $125K.

Maybe you'd rather see prisoners in stripes on chain-gangs doing highway construction for no pay, like in Mississippi, but this is actually something good that the government does with its money.
