West, Texas explosion becomes a criminal investigation

A paramedic from West who was on the scene has been arrested for possession of an explosive device, but it's not clear yet if his arrest is related to the criminal investigation now underway.

I thought the same. There are two different aspects - one, what started the blaze, and two, why were things so unsafe at the plant. So it could have originated with some pyromaniac or something (speculation alert!) and the explosion revealed severe weaknesses in the plant's safety and security.
