That only works if you have access to the users iCloud credentials. I have the phone in my hands. But I can't wipe it. Previously one could connect the phone to iTunes and just reset it. Now it requires the previous users's Apple ID to do that.

I'd have been tempted to do the same thing. Now I know to just reset the device.

Edit: Looks like you can deactivate this feature by signing out of iCloud or turning off Find My iPhone before updating the OS.

OK, just to make sure I get this right. The problem seems to be that you updated the phone to iSO7 first, right? if instead you would have tried to wipe/restore to iOS 6, then wipe and update to iOS 7, this would not be a problem, correct?
