Not really, originally they were trying to limit village to city migration.
You had to have official permission to live in a city, one of the reasons factories have to provide dorms for their workers. It is, by definition, temporary housing for village labor. Those that prefer to stay in a city, can, but they need to afford to. To buy an apartment still requires an entire family to chip in.
It also depends on your definition of a city, in eastern or central china a county seat may have 10 mil inhabitants. Village housing is quite dense, it would look like small towns over here....
