CIA ? No. Constitution ? Yes.
Remember, this isn't a movie. Those Hollywood faceless drones and human type robots following orders to do all kinds of bad stuff as ordered the 'government' don't exist. Our intelligence organizations and soldiers are men and women who have sworn, not to obey a President or the Flag, but to uphold the Constitution. American history is filled with honorable citizens refusing unlawful orders.

Yes, this is not a movie. But as all too many events over the decades have shown, there is and always has been a significant fraction of those members of intelligence organizations and soldiers who are fully willing to obey unlawful orders. What has also been shown is that the group of "honorable citizens refusing unlawful orders" is not always as large as we need.

Maybe the military would refuse an order to blow a Russian ship out of the water and maybe they wouldn't. What about the case of an insane or even just a ticked off president and the nuclear button? The impeachment options seem pretty slow and maybe impossible in this case.
