I recently read Winston Churchill's History of the English Speaking Peoples. In the old days, English kings could cancel Parliament simply by saying so. Kings also called for a Parliament, which involved lots of things, but nothing like elections in which all adults get to vote.

They've been avoiding calling another referendum to give the voters a chance to change their minds.
