Practically speaking, I don't understand how you apply this info. How do you determine if someone had it before? Did it produce a sufficient immune response? etc.

If you have antibodies in your system before getting the first shot, you only need one dose.

Many, if not most, first dose innoculees have never been tested so they'd never know.

Just having previously is not a measure. Those that had it last summer or fall may no longer have antibodies. This may only apply to those with antibodies at the time they receive the vaccine. So unless you are testing the day of the shot, it really does not matter

Not really true, plenty of examples now of measurable antibodies now over 6 months post infection.
