Debates having at least one contentious participant who may tend to use the He Who Shouts the Loudest Wins technique should be held in two soundproof isolated booths.

There'd be a timer in each one, along with a remotely controlled mic.

When time's up, one mic is off and the other is live, with the moderator in control.

Debates could be held as a competition and scored.

As the debate goes on, the time for response is shortened, with a final lighting round, the winner not getting his or her air supply cut off.
