Yes, she said that. It is not quoted in the Star Tribune article linked in the OP, but here is a link with the quote -

The article I read said the FBI went to a location where 50,000 children were "being fed", and there was no sign of anyone or anything happening. She claimed it happened in four hours, so unless they were there at exactly that 4 hrs., they wouldn't have seen anything. She's ridiculous.

It was kind of implied but not super obvious from the quote that she has been saying she is being persecuted by the FBI for trying to help people of color. That crosses the line into evil behavior, to me.
