Are you comparing other bare minimum insurance policies to this?
A basic policy under the California’s Low Cost Auto (CLCA) Insurance program coverage provides:
Up to $10,000 per person in case of bodily injury or death
Up to $20,000 per accident in case of bodily injury or death
Up to $3,000 for property damage
A CLCA policy offers the basic minimum liability coverage you need to drive legally.
I guess if that's what you really want (bare bones) insurance, this would be a good way to get it (State Farm wouldn't even sell me a policy like this way back when, although they're probably legally obligated to, but I didn't feel like arguing with them).
Although, if you have the cash, you could also just put up a 35k bond instead... (well, maybe not, I thought it used to be 15k, maybe it got raised). Although what's also weird, is that I thought the limits for insurance were 15k/30k, and they are, yet CLCA offers 10k/20k? But, I guess CLCA is designed/allowed to offer a lower limit for low income drivers. (I assume your grandson meets the eligibility requirements).

Here are the minimum liability insurance requirements (per California Insurance Code §11580.1b):
$15,000 for injury/death to one person.
$30,000 for injury/death to more than one person.
$5,000 for damage to property.
I assume your grandson is 18+? If not, then keep in mind, in the event of an at fault accident, the other party is likely to come after the legal guardian and their assets, so you might have more coverage to hedge against that.
