The fact that it obviously works means the all oxygen hasn't been used. The efficiency of lungs would determine how much oxygen is used from a given 'breath' of air. Since nature has provided this method of 'buddy breathing' it stands to reason there is a reason why it works. We certainly exhale O2 as well as CO2. An athlete's lungs are more efficient than those of someone who's sedentary. A baby seal would seemingly need less than a larger seal. The fact that an adult seal can stay submerged for half an hour is probably a clue.
