I think DCrunch might be differentiating Retired from those that served but did not serve 20 years active. (or thereabouts)

For instance my Dad served 20 years in the Navy. He retired, as opposed to just not 're-upping'.

That is exactly what I was getting at. If he had retired after at least 20 years, then she is entitled to many benefits.
