Of these two choices, will either give better than USB 2.0 speed?

ExpressCard uses both PCI Express and USB 2 as interfaces to the computer. I imagine both of those use the USB interface and thus wouldn't be faster than a good USB 2 reader. The only card readers I know of that use the PCI backbone are the high-end CF readers.

What Gareth said. And OWC also has one with Sonnet's name on it although they should all be about the same, http://eshop.macsales.com/item/Sonnet%20.../MMRE34RW/

I just bought the APIOTEK CF reader here: http://eshop.macsales.com/item/Apiotek/ECCF3Q/. It has cause some Kernal Panics on my MBP (early '08), something that hasn't happened at all previously. That said, it gives faster speeds than my FW reader and is advertised to give true PCI-E speeds... I believe it does. The APIOTEK card that you linked to claimed only USB 2.0 speeds, so I'd say that's all you're going to get out of it.
