I'm buying my kids a 24" iMac at the Apple refurb store. The low end price right now is $1099. Do the prices stay somewhat the same for a while. I'm asking because the kids don't need the newest one and I don't know how long to wait.

The prices change when new models are introduced- otherwise they stay the same for a particular model.

Availability comes and goes on a daily (even hourly) basis. Prices fall slowly and never girate. Like Black said, they usually fall upon new models but I think not always (I was watching the 2.4 plastic MBs last year and I"m pretty sure they fell w/o new models being introduced).
Since new models just came out, this is for sure a good time to buy. Only reason to wait is if you wanted refurb price on the new ones, but you don't. After the 13" MBP introduction, I waited until those became available as refurbs, for example.

That is a fact. I bought a Black 2.4 MacBook last Fall when the refurb price went to $1099 right after the introduction of the next models. About a month later the price was reduced to $1049, but they did not show up as often in the list. Happens with some other Mac models in between being bumped down when new models get added.
