I took the sie door off and rebooted. All I coud hear was the video card. So i took the video card out. Rebooted. Nothing. No hard drives. Nothing. Oh and no LEDs to speak of. There are red LEDs that flash on start up on the memory riser cards but those are on and gone in a flash. No LEDs that I can see on the logic board at all.

Could be power for drives is dead. Put drives in external case or use one of those SATA to USB adatpers power supply to power a drive. Or use a PC power supply to power drives. Try booting off your external optical with an OS DVD.
Could be the SATA ports on the motherboard are dead. Put drives in an external case and try USB - are the mouse and keyboard working- or Firewire.
Could be the drives are dead themselves. Put in an external case or try using them in another computer.
Could be a combo of some or all of these.

Have you inspected the melted connector? Are there any wires in it shorted together now?

The pigtail shorting out probably burned out the 12 V rail of the power supply it was connected to. Might not have effected the other rails, so you get partial startup. Don't know if the PS for a Mac Pro has fuses on any of the rails, if it does you might not have to replace it.

I've got an extra PSU so I'll replace that when i get home tonight.

Replaced PSU. No go. Just no life at all. It bongs. The fans run at a leisurely pace but that's it. Nothing else. I tried a drive in my external dock and it showed up fine. Although I didn't try to boot from it, It was on an ancient mini so I didn't feel like futzing around with it. I figured the drive and all its' contents showed up so it works. Just doesn't work in my tower.
