way to check that a website is truly down?

I've been having lots of Internet DNS issues on RCN the last couple of weeks, but switching yesterday to Open DNS seems to have solved them for the time being.

With one exception that I've encountered so far:
http://runoff.isgs.uiuc.edu/website/cua05

I get
This webpage is not available
ERR_CONNECTION_TIMED_OUT


I'd like to know if any of you can reach it, but more importantly, I wonder if there's a website I could visit that would in turn visit the problem address for me, just to see if it's truly down before I call the agency responsible.

Looks like a chunk of Illinois.edu is off line. I can't even get a ping from the IP address their name server runs on. 192.17.172.64

Looks like they might have gotten hacked. I can get to https now but it says invalid certificate, which usually means they are having problems or in the process of re-installing servers.
