They keep Folsom low this time of year so they don't have to have exaggerated releases in the Spring and worry about flooding the American between the reservoir and Sacramento.

This is true of a number of reservoirs in Cali. There are regulations about maximums during the winter to allow room for flood protection. Because of the drought, water managers have been asking to keep more even at the risk of flooding (e.g., for
Lake Mendocino)
Reservoir status is important, but the main thing to watch is the snowpack. The State does a nice job of showing the various stats, and here is the snowpack
summary. We are at 72% for the water year (April 1, when the rain usually stops.) and 114% of average to date. Good but not great.
The worry is that we seem to need a giant El NiƱo to get average rainfall...

The American River is quite a bit higher than it was last Fall. Back then, it was so low that it didn't look like it was navigable.

How much water do you need for an inner tube?
