Does this reservoir data look goofy?

They say that on this date that Folsom Lake is historically at 107% of capacity.

According to this, peak reservoir levels are normally reached around June when all the snow is melting.

Actually I read it as Folsom Lake having 56% of Total Capacity and 107% of Historical Average.

well yeah,
100% of historical average is only 50% of its capacity

that reservoir floods and flushes like a toilet

They keep Folsom low this time of year so they don't have to have exaggerated releases in the Spring and worry about flooding the American between the reservoir and Sacramento.

This is true of a number of reservoirs in Cali. There are regulations about maximums during the winter to allow room for flood protection. Because of the drought, water managers have been asking to keep more even at the risk of flooding (e.g., for Lake Mendocino)

Reservoir status is important, but the main thing to watch is the snowpack. The State does a nice job of showing the various stats, and here is the snowpack summary. We are at 72% for the water year (April 1, when the rain usually stops.) and 114% of average to date. Good but not great.

The worry is that we seem to need a giant El NiƱo to get average rainfall...

The American River is quite a bit higher than it was last Fall. Back then, it was so low that it didn't look like it was navigable.
