If you don't know what it is, what search terms would you use to start a search?

It looked like a really early Rocket Propelled Grenade, so start with the history of the RPG.

That has a link to the Bazooka, and had a picture of the mystery item.

Called local police. They cleared out houses around mine and across street for an hour, until the experts came and took it away.

If it is inert, do you get it back?

I was thinking that it might be possible to tell if it's armed just by weighing it. Of course you would need to know the weights of an empty and a "full" one.

The wikipedia picture of it has what looks like a "safety" pin/clamp around the center of the tube. The garage one doesn't have that. Could mean that it's been used, or that it's armed and ready to go.

Policy of our EOD is safe controlled destruction of everything, they don't test or examine old ordnance, they blow it up.

And (if they're like every other EOD in the world), it means they get to blow something up, which is one of the perks of the job.
