Why is the PG&E website Tango Uniform?

I've been getting this for two days now:

It's because they've told millions of their customers to check their website to see if their address will be impacted by the power outages, and their servers cannot handle the load. It's kind of like they requested a denial of service attack.

They claim to have beefed up their servers once already to deal with the anticipated demand.

Logistics and demand forecasting. Some would say that’s not exactly their wheelhouse these days.
