Have them call their home owners insurance company. This is a time a claim and the resultant increase in premiums is worthwhile.

We have had minor flooding but not drain water, rather rain water. I usually set up about 5 box style window fans tilted towards the carpet. A fan needs to be aimed at each wet spot and it will take days to dry thanks to the padding. We heat and air condition about 10 months a year so that helps a lot.

Be careful using a fan. I know one story of a family who did that and then left the house for a couple days. The fan blew the mold spores throughout the rest of the house and a few thousand in damage turned into a few hundred thousand in damage.
