I suspect there would be a problem with a pac giving money as salary directly to a congress critter, as it would be more like a bribe than a campaign donation. This goes beyond the line where the pac's donation is treated as political speech.

What I like about my idea is that it forces the broader question of, “Gee, WHY would a Congressman need to carry a firearm into work?” instead of just placing fines on rich people.
