Any Windows freeware that can trim an MP4, without bloat?

Last summer I saved a webinar at work. It was something like 29 minutes and 113MB (the meeting software created a MP4.)

I wanted everything except the first 10 seconds or so and also took off the last 3 or 4 seconds at the end, using whatever came with Windows. The photo app maybe.

300MB file. I don't need it super small, but something more like the original size would be better.

I'm currently trying to shrink it via Handbrake, but since it doesn't seem to offer target size options I may be doing this more than once.

I'm not sure what these companies do when you get these webinars downloaded but they are SUPER DUPER compressed. A 29 minute video is usually NOT 113 mb. 100mb webinar files chokes out Premiere while a 1.5gb Prores file chugs along quite happily. These files bring Premiere to its knees b/c it has to uncompress and recompress every frame while you are working on it. The point being that just about anything you use AFTER is going to create a larger file. B/c it was abnormally compressed to begin with.

You can just trim off the parts you don't want without recompression.

Cut without re-encoding
Allows you to cut any video or audio file(s) by changing input and output point from the right panel.

If it's a video file with highly compressed codec (like H.264), the cut will be automatically on the nearest keyframe.

OMG that took maybe 2 seconds to convert, after I figured out the interface editor.

Shutter Encoder did lock up the first time I tried to use it however.

The UI is a bit... rough. But I'm glad to hear it worked out in the end.
