iPad 3, iOS 9.3.5, unable to get new apps

Trying to update an existing app or download a new one, I get the error-
“The iTunes Store is unable to process purchases at this time”.

I know this is OLD, but it still runs the apps that are on there just fine. I'd like to be able to get a new game for the kids, which only requires iOS 6 according to the details.

I've tried restarting, nada.

Also thought maybe I could sign out then in again but after I provide for my password it says the account is locked. Interestingly, it asks for my @icloud.com account password which I am not aware of, instead I normally use @gmail.com account name, which seems to be working fine when I login in from a different device.

So do I have a icould.com account? How do I unlock that?
Is this all just a fools errand?

Yeah, I have an iPad3 in my drawer - looks like it's now electronic waste.
