I remember seeing a financial strategy assessment - and that houses are designed with insulation to keep utility costs at a defined monthly rate.

So even under this kind of regulation, there might not have been a lot of insulation in a place where energy is cheap.

That is of course a prime example why there should be a carbon tax - need to have this ‘externality’ have a true price tag.
