2013 MacBook Air not charging - has new battery, good charger, SMC reset, etc

I don't know about amz, but big time sellers on ebay often splinter into a dozen or more accounts all selling the same stuff, but in different ways.
I was thinking that they all sourced the same chip or burnt their chips with the same code that faked being an Apple battery.

Yep. I'd keep trying or get a OWC battery if they have one. I wouldn't use a Amazon battery on a client's machine ever. I'd only be surprised if you got on that worked the first time and it lasted more than the 3 months return period.
