I have completely switched over from iWeb to Rapidweaver (despite authoring an iWeb freeware app). The flexibility is many times better than iWeb, although it does take a bit of tweaking to get things just right. Rapidweaver isn't a professional web creation app, but it will get you out the door quickly. If you really want it to be even more iWeb-like, you can download Blocks, which allows you to move graphics wherever you want on a page:
