I need a bluetooth headset that has very good voice quality, is relatively small, and preferably minimizes background noise. I was set to buy the Plantronics Discovery 640, but read a bunch of user reviews that weren't very positive. Any recommendations?

Jabra 250 does a good job for me.

Can you use it while wearing glasses/sunglasses?

Yes.
I wear glasses, and I can even take my glasses off and put them back on without bothering the Jabra or the Jabra getting in the way.

I bough a Nokia HS-26W two weeks ago from Best Buy, it was 70-40 (instant rebate)=30. I tried it with Skype and my PowerBook G4, and I am disappointed. I can only get 5 feet away before I get static, and even when I am very close to the powerbook, the sound is not as good as with wired headphones. So I am gonna return it today.

I'm using a Moto HS820. It seems to work well enough, but it's not secure on the ear, and ambient noise can often overwhelm it.
I'm considering-
Moto HS700
Plantronics Voyager 510
BodyGlove EarGlove BlueVoice
These are small, with the latter two being more behind the ear than on the ear. And both have nipples that funnel the sound into the ear better than a lot of products. MMMMmmm.... Nipples.
Unfortunately, the user reviews are too close to 50-50 to get a handle on sound quality.

The Jabra comes with two different sizes of eargel; I use the narrower and longer one, to focus the sound more directly inside my ear.
I tried the Moto-style "on the ear" Borg-looking things, but (a) they are too ugly, and (b) they don't work--that is, the sound doesn't go into my ear nearly well enough.

I might add, the Jabra 250 comes with a short USB charging cable as well as a wall wart--so road warriors need not carry the wall wart as long as they have their laptops with them. Both charging systems plug directly into the unit, unlike their 200 model which requires a charging "sleeve" if you will (something else to carry along with you).

The logitech mobile freedom is a good headset. I've used one for over 6 months now. The battery is just fine (knock on wood). the talk time is unknown to me...I just use it when I get out of the house (sporadically), and plug it back into the power charger at the end of the day. The sound is loud...and the microphone is good.
The cost is good.
Overall a good headset.
