Same here in MA, title is held by whoever owns the loan. Car registration will list them as the lien holder. Once the loan has been paid off, they send the title to you, usually within 4-8 weeks. Easy enough to buy a car in a private sale if the note is held by a local bank or CU. But if it is held by a lender with no local office or representative, making certain title will transfer to you is more work to prevent being scammed.

Don't do it without going to the bank with him, meeting the loan officer, and getting the title.
