Need equipment for vlogging

So my brother is using a webcam to vlog but wants to get a better video camera to move around and I think just to record family memories. he is also looking for software to edit with the most capabilities yet the cheapest (free is always good). He is on a PC though.

I think when I was looking someone said a video camera that uses those small DVDs aren't easy to edit so I went with a miniDV player. Does anyone know of someone that has a good setup they can recommend?

The simplest thing to use is a decent PS camera that can shoot 30fpm video. I use my Canon S1 IS for my online videos.

If he is running XP then he should already have Microsoft Movie Maker on his PC.
