flyers are good at the local GROCERY or convenience store or wherever they are allowed.
also a big sign by the curb or on lawn or on a phone pole (depends on the urbanity of your area) saying "FOUND: BROWN DOG (212) 555-1212" in big letters helps so that drivers see it as they go by. the humane society will keep it 10 days and then i think they can euthanize it

Many vets can check a "chip" pet, call around.
And, you might be able to feel the "chip" underneath the skin around the shoulder blade/neck area.

Some paper will print found ads in the classifieds for free, you might check with your local paper.
