maybe what is shown is the uncontrolled part of what's burning, and the controlled part is nearby to keep the big stuff from getting bigger.

Second try at a controlled burn, the first one was snowed out a few weeks ago. Fire breaks are established first. The helicopter is igniting new fires downwind of smaller fires, so that the new fire will move into previously burned areas. I watched for several hours, and saw multiple ignition runs.
