I manage about 30-40 iPhones at work. I have a phone from a user who quit a few weeks ago. We just hired a replacement so I thought I'd update the phone to iOS 7 and wipe it clean. Bad idea. iOS 7 requires you to enter the user's Apple ID and Password to wipe the phone after upgrading to iOS 7. I have no idea what the ex-employees Apple ID or password are/were.

This is not a bug, it's a feature! I am looking forward to this for my daughter's phone as an anti-theft issue.
I can see where it puts you in a bind, however.

I'm on the phone with Apple Care support, and they are equally perplexed. The woman on the phone acknowledges that it is a significant problem. For individuals, it is definitely a nice feature. For companies managing multiple iPhones...not so much. The lady I'm talking to has obviously received some very clear instructions that she isn't to touch user passwords under any circumstances, she does acknowledge that in my scenario, this is going to be a problem that we are likely to encounter repeatedly.

can you restore the iPhone to iOS 6 first? then set it up with a new user/password of your choice, then iOS 7?

You can't go backwards with iOS installs. I thought about jailbreaking it, but I don't think that iOS 7 has been jailbroken yet.

I asked about this and someone said that Apple still allowed one to downgrade to iOS 6 for a LIMITED TIME.

Apple had better take this seriously and adress this quickly, or else they will lose the enterprise market that they have courted recently.
