It's really Aug 31st that's the big day, that's the first day that it will trade at the split price. All of those other dates don't really matter because the rights to the split transfer with any transaction.

If you buy shares on or after the Record Date but before the Ex Date, you will purchase the shares at the pre-split price and will receive (or your brokerage account will be credited with) the shares purchased. Following the split, you will receive (or your brokerage account will be credited with) the additional shares resulting from the stock split.

It probably means something to brokerages and exchanges for paperwork purposes, but not for the average shareholder.

Probably because people get excited about the possibility of the share price going up as a result of the split, and if you aren't a stockholder by the 24th, you won't get to benefit from that potential increase.
