Something simpler than Quark or InDesign to create nice brochures?

A friend at a law firm wants to self publish targeted brochures and is asking me about Quark.

That seems like overkill to me.

Is there a simpler (but still elegant) solution?

Better than Word or Pages, but not as complex as the big programs like Quark and InDesign?

I've been pleasantly surprised at how easy it is to work in Pages. However, I can't vouch for it's prepress capabilities.

Why am I the only person who's thinking MS Word ?
Yea, evil, I know, but hey. Everyone's got it. Besides, if they want to do targeted it's not horribly hard to set up mail merge and do a sort of database driven brochure generation 'system' on the cheap.

Because Word has NO decent page layout capabilities. It SUCKS and I say this from experience. At work, they're constantly wanting me to emulate docs designed InDesign by using Word.

Microsoft invented Publisher to compete with true page layout programs. And don't get me started on Publisher either.
