How could you turn in a clunker "less than a year old?" The law said it had to be 2002 or older.
Also, there are two types of idiots here: the morons owners who "clunked" rare cars that were worth much more than the clunker rebate, and the lazy or clueless car dealerships who should have paid the owner the rebate out of their own pocket, and made a handsome profit on the resale.
