So, if a home user only buys the Windows 7 Home Premium version for $119.99, will they be able to run older programs or not? Funny how Apple did not charge extra for Rosetta.

Not exactly the same comparison. More like, did Apple include Classic in 10.5... Some programs from 2k/XP will run in Win7 but those that will not should run in the VM.
