You may also be seeing the effects of a smaller market for that particular cartridge as printers that use it go out of service. Persons still using those models "have" to get one of that type cartridge, or get a new printer. Also, a major component of toner is plastic resin, made from oil, so its price as a raw material went up with oil prices. So even the refills went up in price a bunch. As Zoidberg points out, when some prices go up, they tend to "stick" before going back down.
