Moen faucet problem.. any plumbers in here?

Very doubtful re the debris...the water would eventually get hot with the cold turned off.

It sounds like a temp control valve in the mixer phase for sure.

They need to be calibrated, essentially, when they are installed..usually involving a plastic ring with a stop on it and checking temps with a thermometer...then placing the stop ring in the proper position to limit hot flow in proportion to cold.

If you can't get to the cutoff valves then what's the point of having cutoffs? If they're there then you should be able to reach them...they might not be under that tile..
