I have a default setup on my laptop.
1) My location is ~/Music/iTunes/iTunes Music ('cause the question it asks is, where are your media files kept)
2) I always let iTunes make whatever folders it wants inside of that (keep organized.)
3) "Copy files to iTunes Media folder when adding to library" is checked.

If you set that up, and even if you have no songs where they should be on the local drive, you should be able to replace the "iTunes Music" folder on the local with that of the external, thereby copying all songs to your local drive.
Then drag the local "iTunes Music" folder over to the LIBRARY source window area in iTunes. Might need to drop it close to the Music icon. You should see a green + sign and let go.
Dragging the "iTunes Music" folder into the iTunes window like that is a way to tell iTunes "this is what I have, make sure you recognize what songs and I have and where they are. Beotch." Just make sure you've got the "iTunes Music" folder where you want it first and that it's already got your songs in it.
