No. For all appearances it was the act of a frantic hopeless person. A true orchestrated attack would have had all the hallmarks of a better organized attack. Al Quaeda has been reasonably effective in attacks on military barracks in Pakistan, Afghanistan, and Iraq. The basic approach works like this:
1- Truck bomb #1 takes out the guards at the gate
2- Armed force convoy takes truck bomb #2 closer to HQ building
3- Armed force takes as many lives as possible before they get those 72 virgins.
US bases in the US are badly susceptible to this kind of attacks. They're not on alert, there's no rapid response unit with ammo, no heavy weapons unit with ammo, etc. After the guy at the gate with the choreographed 'clear to enter the base' salute, there's nothing but a mile of tree-lined street.
Fortunately this kind of orchestrated attack in the US has been thwarted in the planning stages to far. Say thanks to the FBI !
