I try to look at people talking/texting and such. In some instances I see about 20% NOT USING a cell/gadget. That is, 80% ARE using some gadget.

If a cop can have a full laptop right next to him AND be on the cell (100% of cops are on the phone 100% of the time here), then the logic is sound for everyone else, right?
