question for the ebay experts

I had an auction close with the winning bidder being from another country. The only shipping options on the auction were for U.S. addresses. I assumed that would keep foreigners from bidding but obviously not.

I don't want to ship internationally for a number of reasons but mostly because I don't want to have to deal with customs.

Can I cancel the transaction because as the seller I don't "ship to" the winners country? And can I do that without repercussion?
