(driving while black)
A most commonly used excuse for for bad behavior when stopped for bad driving.
The guy was doing 51mph in a 35mph zone.
"It's because I'm black, innit?" A common battle cry for almost any traffic stop.
He was stopped for DWS.

You'd think (THINK being the operative word) that if your DL was suspended, that you'd drive a little more carefully with dope in the car.
In CA, just driving while your DL is suspended/revoked is a misdemeanor which can, should, and will result in an arrest in most jurisdictions. Then there's a search incident to a lawful arrest.
In that deputy's case, if suspended/revoked was an arrest-able offense, he should have popped the guy first, then searched, as well as in inventory search prior to impounded the vehicle.
People (read: suspects) give consent to search all the time (except big time drug runners) and then lie about it in court. Unless you have video or audio, it often gets tossed.
Arrest first, then search, the guy is toast.
