If it's powered on while jacked into the Belkin USB port, the iPad will give you an alert that it's not charging. Put it to sleep and it will charge -- albeit slowly.

The Belkin kicks out standard USB power, which trickle-charges iPads. New Macs and the iPad USB charger can kick out twice the power to charge an iPad more quickly.
