Mrs. Poochie and I both have this problem with my iPod Touch and her 4G iPhone from time to time. It is very frustrating.
The only solution that worked for me is to sync my iPod with my Mac via iTunes and then reset the iPod to its factory settings in iTunes. Next, sync your iPod/iPhone again. Of course, this takes some time, especially if you have lots of music/video/apps to put back on your portable device.
