There's probably some diffraction happening in some people from the plastic lens or the surgery itself.
As to whether or not that guy has "Vulcan Vision" or if it was caused by the cataract surgery, I have no way of knowing.
Given the example Vulcan Man used, it should be easy to set up a few experiments to determine if he actually has V-V.
Then one can consider how it came to be.
