I don't think there's any evidence that neoconservative is a liberal appelation. It's true that the neoconservative movement came from disaffected liberals in the 1970s, but they called themselves paleoliberals, not neoconservatives, and a number of those policies have now been seized upon by the extreme right wing. This is all irrelevant to the question...neoconservatism has been a well established movement since the cold war, and for Herman Cain to not be familiar with it only goes to underscore his complete ignorance of US foreign policies of the past few decades.
