I noted that Kerry came really close to using the Electoral College to win the presidency with fewer votes than Bush. It's works - or doesn't work, depending on how you look at it - both ways (though, because of the way Electoral College votes are allocated, there is a bit of a tilt towards favoring Republicans to get elected to the presidency with less than a plurality).
